The birth and remarkable expansion of Korean social welfare policy over the last several decades has taken place amidst the socio-economic burdens of a rapidly aging society. This book surveys these developments through the analytic lens of the Social Investment State, under which contemporary policies have altered the essential character of the 20th century welfare states, which had provided a counterforce to capitalism. In contrast, the Social Investment State is seen as backing policies designed to advance capitalism by promoting labor force participation, the growth of human capital, individual responsibility and economic development. In examining the modern context and development of the Korean welfare state, this book is divided into three sections that focus on the socio-political evolution, the core policies of the Korean welfare state, and the contemporary policy challenges of Korea's aging society. The first section traces the socio-political evolution of the Korean welfare state over the last three decades. The second section surveys the core policies of the Korean welfare state. The third section explores several key policy challenges encountered by the Korean approach to social investment as it seeks to address the demands of social protection in a rapidly aging society. The volume concludes with a postscript that reviews the contemporary Korean discourse, which goes beyond the social investment state to the political interests in a universal basic income policy.
Author Biography
Kyungbae Chung is Past President, Korea Institute for Health and Social Affairs (KIHASA), and National Pension Research Institute. Past President, Korea Social Security Association, and Advisory Committee for the President of Korea.
Neil Gilbert is Distinguished Professor of Social Welfare and the Chernin chair in Social Welfare and the Social Services at the University of California, Berkeley and an elected Fellow of the American Academy of Social Work and Social Welfare. He served as Acting Dean of Berkeley Social Welfare and Vice Chair and Chair of the Berkeley Senate Faculty's Graduate Council. He is the Board of Chair of Seneca Family of Agencies.

Q. When will my subscription box ship?
Our subscription and curated boxes (Daebak Box, Daebak K-Beauty Box, SnackFever, and Collab Box) ship right after a 2–3 business day processing period from the time your order is placed.
Q. How do recurring subscriptions work?
For recurring subscriptions, your next order is automatically created exactly 3 months after your original order date. Once that order is generated, it ships after the same 2–3 business day processing period.
Q. ⚠️ Important: Can I order products from different brands together?
Please order items from the same brand together, and avoid mixing different brands in a single order.
Each Korean brand we carry uses its own shipping carrier, so combining products from different brands in one order may result in higher shipping costs. For example, Brand A may ship via FedEx while Brand B ships via Korea Post, meaning a mixed order is handled as separate shipments.
To keep your shipping costs as low as possible, we recommend placing a separate order for each brand.

We have a 30-day return policy, which means you have 30 days after receiving your item to request a return.
To be eligible for a return, your item must be in the same condition that you received it: unworn or unused, with tags, and in its original packaging. You'll also need the receipt or proof of purchase.
Items sent back to us without first requesting a return will not be accepted.
⚠️ Important: Brand Products (Non-Box Items)
For individual brand products (all items other than our boxes, such as Daebak Box, Daebak Beauty Box, SnackFever, and Collab Box), returns, exchanges, and refunds are handled directly by the respective Korean brand. Once you contact us, we will connect you with the relevant brand and share their instructions, as each brand manages its own return and shipping process.
How to Start a Return
To start a return, please contact us at hello@daebak.co.
If your return is accepted, we will provide return shipping instructions, including where to send your package. Items sent back to us without first requesting a return will not be accepted.
Return shipping costs are the responsibility of the customer, unless the item is defective, damaged, or incorrect.
Damages and Issues
Please inspect your order upon arrival and contact us immediately if the item is defective or damaged, or if you receive the wrong item, so that we can evaluate the issue and make it right.
Exceptions / Non-Returnable Items
Due to hygiene and safety reasons, personal care goods, including beauty and skincare products, cannot be returned once opened or used.
For curated or mystery-style products, including Daebak Beauty Boxes, returns are only accepted if the entire box is unopened and all items remain unused, sealed, and in their original packaging.
The following items are also non-returnable:
- Custom products (such as special orders or personalized items)
- Perishable goods (such as food, flowers, or plants)
- Hazardous materials, flammable liquids, or gases
- Sale items

Exchanges
The fastest way to get what you want is to return the item you have. Once the return is accepted, you can make a separate purchase for the new item.
European Union 14-Day Cooling-Off Period
Notwithstanding the above, if your merchandise is being shipped into the European Union, you have the right to cancel or return your order within 14 days, for any reason and without justification. As above, your item must be in the same condition that you received it: unworn or unused, with tags, and in its original packaging. You'll also need the receipt or proof of purchase.
Refunds
We will notify you once we've received and inspected your return, and let you know whether the refund was approved. If approved, you'll be automatically refunded to your original payment method within 10 business days. Please remember that it can also take some time for your bank or credit card company to process and post the refund.
